Competence standards in the professional education and continuing education in the sector old care

Analyses within the scope of Bologna – process of the European educational politics point,

  • the fact that differ in the professional education systems in Europe to acquired qualifications in the old care significantly;
  • the fact that the quality professional education in the sector old care concerning transparency and porosity is to be protected from the background of demographic developments above all in the west-European countries;
  • the fact that missing competence standards hinder social services and with it also in the sector old care an increasingly to be observed geographical and professional mobility as well as careers on the European job market in this sector for activities in the area;
  • that just because of the missing competence standards a recognition of competence acquired informally and formally in the sector old care also about land borders away difficultly if not is impossible.

The development of competence standards in the professional education in the sector old care and the formulation of graduations for the adequate recognition from in formal, non-formal and informally (lifelong) learning to acquired competence are a condition for the interlinking of both politics fields educational politics and labour market policy in the old care.

Presently about 1 million nursing forces work in particular from east European countries in western Europe. Their professional competence corresponds by entry into the west-European job market mostly not to the standards demanded there. With the project they become (itself temporarily) to changing competence standards in the sector "old care" - in the national languages of the project partners formulated and with the in each case nationwide applying norms a professional education balanced. In addition, instruments are created with use of the assessment of the competence by achievement points for an improved mutual recognition of competence in the sector. This can be also used for the recognition by knowledge acquired in mobility measures and skills.
